Governance and accountability

How HSE combines specialist regulatory judgement with DWS sponsorship and public accountability.

HSE requires a formal sponsorship and governance framework covering remit, independence, appointments, delegated authority, finance, information, audit, risk, complaints, reporting and escalation.

Inspectors and authorised decision-makers exercise only the powers and delegations actually given to them. A title, platform rank or technical permission does not create regulatory authority.

HSE should report publicly on performance, significant regulatory activity and published enforcement while protecting complainants, confidential evidence, personal information and live proceedings.
