HSE uses the least intrusive response capable of addressing the identified risk while preserving the ability to take stronger action where the law and evidence justify it. Regulatory response should be proportionate, consistent and recorded.

HSE distinguishes verified fact, professional assessment, recommended action and legal enforcement. Those are not interchangeable merely because they appear in the same case.
